The independent-review gap is now a frozen, exact corpus
The Review Commons now exposes 336 deterministic packets owning 1636 primary review records exactly once. Every packet binds its substantive review surface, sources, policies, release, and source commit to SHA-256 identities; changing a citation, locator, evidence grade, lesson body, requirement, or source snapshot invalidates the old packet.
Each packet has an accessible no-JavaScript page, exact JSON, privacy-safe blank decision bundle, non-equivalent review-notes companion, controlled review scopes, bundle finalizer, and fail-closed local validator. No reviewer has been appointed and no record’s independent-review state changed. Downloading, AI assistance, status text, unequal free-form scopes, or an outcome-contingent review cannot satisfy the human gate.

Every page now carries its own inspection record
Every generated public page publishes a page-specific accountability record with citation applicability, assumptions, preparer, editorial and independent-review states, dates where they actually exist, declared conflicts, correction path, and the evidence that would change the page. Missing reviewers and dates are shown as missing rather than replaced by project-level fallbacks.
Eleven near-term event occurrences were rechecked against official organizer sources, the complete 512-endpoint source sweep passed its bounded reachability policy, and browser testing closed two progressive-enhancement defects. The translation foundation now records the English source locale, direction, catalog, truthful language alternates, and future route policy; no translated content is claimed or published.

Direct Cloudflare release
The custom domain now serves the Worker build with zero third-party application or build packages, valid HTTPS, hardened response headers, self-cleaning production form canaries, D1-backed contact and correction paths, and a recorded rollback target. Every external website link opens in a new tab with opener isolation and an accessible notice.
The visual system gained a brighter multi-color atlas mark, richer scientific-map surfaces, and a stronger dark-first hierarchy. The release remains a public alpha: independent domain review, two-person high-consequence review, manual accessibility work, field performance evidence, and staffed editorial governance remain open before public 1.0.

Substantive corpus and zero-dependency build
The public alpha contains twelve Academy tracks, 60 substantive editorial lesson drafts, 0 foundation outlines, twenty system syntheses, 200 editorially assessed claims, 686 curated Atlas records, 167 substantive ecosystem profiles, 36 monitored event occurrences, leadership strategy, alternatives, and versioned editorial and dual-use policies.
The handwritten build uses dark mode by default and no third-party application or build packages. Editorial synthesis is not independent domain review, and quantity thresholds do not establish validity. No entity has been formed, no outreach or submission has been made, and no indexed organization is a partner.
