What qualifies as review

Review sequence

1. Choose one bounded Academy packet or collection queue; do not accept an entire field merely because its framing looks reasonable.
2. Read the record, its cited locators, assumptions, counterevidence, transfer limits, conflicts, and “what would change” condition.
3. Declare scope, qualifications or lived expertise, independence, conflicts, compensation status, and any inaccessible material before reaching a conclusion.
4. Return record-level dispositions with exact reasons and sources. A general endorsement, private thumbs-up, attendance, or silence is not review.
5. For medical, reproductive, nuclear, radiation, cybersecurity, governance, and dual-use conclusions, keep the record pending until a second qualified independent reviewer completes a complementary assessment.
6. Publish accepted changes, unresolved disagreements, editor responses, recusals, and material reversals without exposing private contact details.
