Offline workflow
- Read the human packet page, every primary record, exact source locator, exclusion, review question, freshness rule, and prohibited-input boundary.
- Download the packet JSON and its matching blank decision JSON. Keep the exact fingerprinted filenames together with the six published review-tool files.
- Draft one disposition for every assigned primary record. Declare only the scopes you can support; identify missing expertise and recuse where required.
- Finalize a separate local copy with
finalize-review-decision.mjs, then validate it with check-review-decisions.mjs. Passing structural validation is not acceptance.
- Retain the completed artifact locally. Do not paste it, credentials, identity material, private contacts, confidential conflicts, accessibility or medical records, controlled material, or exploit details into a public form.

What activates real review later
Countable review requires real people, an approved reviewer registry, validated scope and independence, non-outcome-contingent work, activated accountable roles, pinned trust material, an authorized private handoff, governance acceptance, separate public-redaction review, and retained evidence. This page creates none of those things.
