Questions and exclusions

Required questions

  1. Required question 1 (exact ID: question-1)
Does each evidence basis, readiness level, confidence level, rationale, and locator match the frozen sources?
  2. Required question 2 (exact ID: question-2)
Are dependencies, failure modes, precursors, unknowns, Earthside benefits, and the stop gate technically and ethically bounded?
  3. Required question 3 (exact ID: question-3)
Which conclusion should be approved, revised, contested, rejected, or recused from at its current fingerprint?

Explicit exclusions

  • A system packet is not a complete spacecraft design, feasibility proof, safety case, or launch authorization.
  • Context sources do not become direct support unless the record says so with an exact locator and relation.

Requested controlled scopes: clinical-health, information-science, reproductive-health-rights, systems-engineering

Frozen-evidence decision window: 365 days from the packet freeze. Not applicable to this packet family.

Complete primary record set

Every record below has one primary packet owner. Decisions must bind to the exact record and packet fingerprints; a changed lesson body, evidence grade, citation, locator, source snapshot, requirement, policy, release, or commit expires the old packet.

    Thesis
Population viability is not a single crew number; it is a rights-constrained demographic, genetic, medical, cultural, and catastrophe problem.
    Current State
    1. Published thought models are not directly comparable: one reported 98 people for a specific 6,300-year simulation with population and breeding constraints, while another estimated roughly 14,000–44,000 for a roughly five-generation, 150-year scenario. Neither establishes feasibility or moral permission.
    2. Effective population size can be far smaller than census population because of age, sex ratio, kinship, mortality, and unequal reproductive success.
    3. Cryobanks can add diversity but create donor-consent, withdrawal, custody, privacy, right-not-to-know, access, reproductive-labor, guardianship, storage, failure-recovery, and non-discrimination obligations.
    Unknowns
    1. No model integrates genetics, ecological catastrophe, epidemic risk, institutional decay, reproductive autonomy, and space developmental biology.
    2. Radiation-induced mutation, partial gravity, and multigenerational epigenetic effects remain uncertain.
    3. Population management can become coercive reproduction, eugenics, ableism, or hereditary status.
    Earth Benefits
    1. Longitudinal health, diverse genomic references, and ethical biobanking improve terrestrial medicine when governed carefully.
    2. Transparent demographic modeling can expose assumptions in isolated-community and disaster-planning scenarios.
    Dependencies
    1. health-medicine
    2. governance-law
    3. human-factors
    Gate
Reject any architecture that requires forced reproduction, forced abortion, nonconsensual genetic intervention, disability exclusion, or hereditary legal status; require equal access to contraception, abortion care, assisted reproduction, parenting, genetic counseling, disability support, and accessible information.

    Failure Modes
    1. Radiation, altered gravity, pollutants, or nutritional constraints impair fertility, development, or lifelong health.
    2. Small-population planning becomes coercive, discriminatory, or genetically brittle across generations.
    Precursors
    1. Ethically governed nonhuman developmental studies that separate radiation, gravity, nutrition, and contaminant effects.
    2. Rights-first reproductive governance, genetic counseling, biobanking, and population-model comparison before mission claims.

Population constraints can create incentives to control reproduction, genetic selection, disability, work, and status. Rights and labor instruments establish strong boundaries, but no closed-population governance system has been validated across generations.

NIH operates a diverse longitudinal program linking health, genomic, biospecimen, survey, measurement, wearable, and clinical data for research. The program and genomic-sharing policy demonstrate medical-research utility and concrete governance controls, while neither guarantees clinical benefit, equitable representation, perpetual consent, or safe use in a small isolated population.

    What Would Change
Long-term evidence showing representative participation, clinically useful findings, equitable benefit, revocable consent, secure custody, valid recontact, independent oversight, and low individual and group harm would raise confidence. Persistent underrepresentation, reidentification, coercive use, discriminatory inference, custody failure, or no clinical benefit would narrow or contest the claim.

Published demographic simulations expose their journey duration, starting population, age, kinship, reproduction, catastrophe, and success assumptions and produce different outputs when those inputs differ. Transparency makes assumptions inspectable; it does not make a model complete, legitimate coercive policy, or predict a real isolated community.

    1. The project may benefit from publishing demographic-model comparison tools; that creates an incentive to emphasize transparency while the assessment explicitly rejects treating model output as permission for reproductive control.
    What Would Change
Replicated decisions in isolated-community or disaster planning that use preregistered models, publish assumptions and sensitivity, include affected communities, protect rights, and improve outcomes without coercion would strengthen the benefit claim. Hidden parameters, non-reproducible results, discriminatory optimization, or policy capture by a single output would weaken it.

Validate offline

Use Node.js 22.13.0 or later. Keep the packet, worksheet, completed decision, and all six kit files together in a local directory.

  1. Download the six kit files below. Complete a copy of the JSON template offline and preserve its templateFingerprint.
  2. Finalize a separate output file.
    node finalize-review-decision.mjs \
      --input DRAFT.json \
      --output COMPLETED.json

This marks the copy complete and calculates an unkeyed canonical bundle fingerprint. A fingerprint detects changes; it is not a reviewer signature.

  3. Validate the packet and completed copy.
    node check-review-decisions.mjs \
      --packet PACKET.json \
      --decision COMPLETED.json

Add another --decision for each independent reviewer.

  4. Interpret the result narrowly. A zero exit proves structural consistency only. Neither command appoints or qualifies a reviewer, establishes independence, accepts a decision, or authorizes publication.

Completion criteria

Every primary record must receive the required number of valid, current-fingerprint approvals; every complementary scope group and required domain must be covered; any unresolved revise, contest, or reject disposition blocks publication.

Named medical, reproductive, nuclear, radiation, cybersecurity, governance, and dual-use conclusions require two distinct qualified independent humans covering complementary domain-method and rights/public-interest scopes.

  • Reviewer identity, qualification, independence, conflicts, and compensation must be assessed by accountable human governance; local validation can only report structural validity.
  • Approve, revise, contest, reject, and recuse remain visible. A negative finding cannot be hidden by an aggregate approval percentage.
  • Revision creates a new record and packet fingerprint. Prior approvals do not carry forward automatically.
  • AI may assist with clerical comparison but cannot count as an independent reviewer, identity attestor, appeal authority, or second person.

Assumptions and limits

  • The exact packet, record, source, policy, release, and source-commit fingerprints bound this prepared page; human review has not started.
  • Downloading, local structural validation, or completing notes does not appoint or qualify a reviewer, establish independence, accept a decision, authorize publication, or create a relationship.

What would change this page?

Staffed governance, appointed qualified reviewers, completed record-level decisions, published conflicts, minority findings, corrections, or changed review policy would change this page.
