Questions and exclusions

Required questions

  1. Required question 1 (exact ID: question-1)
Does each evidence basis, readiness level, confidence level, rationale, and locator match the frozen sources?
  2. Required question 2 (exact ID: question-2)
Are dependencies, failure modes, precursors, unknowns, Earthside benefits, and the stop gate technically and ethically bounded?
  3. Required question 3 (exact ID: question-3)
Which conclusion should be approved, revised, contested, rejected, or recused from at its current fingerprint?

Explicit exclusions

  • A system packet is not a complete spacecraft design, feasibility proof, safety case, or launch authorization.
  • Context sources do not become direct support unless the record says so with an exact locator and relation.

Requested controlled scopes: communications-navigation, information-science, security-assurance, systems-engineering

Frozen-evidence decision window: 365 days from the packet freeze. Not applicable to this packet family.

Complete primary record set

Every record below has one primary packet owner. Decisions must bind to the exact record and packet fingerprints; a changed lesson body, evidence grade, citation, locator, source snapshot, requirement, policy, release, or commit expires the old packet.

    Thesis
A stellar mission must navigate, preserve truth, and communicate through growing delay and eventual practical independence from Earth.
    Current State
    1. Deep Space Network service and star tracking are operational in defined mission contexts; optical communication and pulsar-navigation capabilities have separate demonstrations and limitations; delay-tolerant networking has standards and bounded deployments.
    2. Voyager provides evidence of multi-decade spacecraft operation supported by Earth institutions. Treating it as a lesson in institutional continuity, power triage, remote diagnosis, and archive dependence is an inference—not evidence of autonomous continuity.
    3. Open formats, checksums, fixity audits, multiple media, emulation, build recovery, authority metadata, and repeated teach-back are distinct Earth preservation practices. Checksums and CRCs do not establish authenticity.
    Unknowns
    1. Usable data rates across light-years require enormous apertures, power, pointing accuracy, and patience.
    2. Media, codecs, compilers, models, and cultural interpretation can fail even when bits survive.
    3. Target state may change during centuries of travel, making ongoing observation and course governance essential.
    Earth Benefits
    1. Delay-tolerant communications support disaster regions, remote science, rural networks, and disrupted infrastructure.
    2. Durable archives and teach-back programs improve public records, science, and organizational succession.
    Dependencies

    2. ai-autonomy
    3. institutions-workforce
    Gate

    Rationale
Finite light speed and stellar distance create unavoidable communication delay, while current deep-space networks, disrupted-network protocols, navigation archives, and preservation standards depend on bounded infrastructure and institutional support. A centuries-long mission therefore needs local navigation, verifiable records, and decision capacity even if communication with Earth continues.

    1. Autonomous Habitat Assurance could benefit from demand for local evidence, navigation, provenance, and decision infrastructure; the record recommends no communications vendor, surveillance system, or military mission.
    What Would Change
A mission architecture with independently verified navigation, communication, archival interpretation, local authority, and safe operation through representative multi-decade isolation would raise readiness. New physics enabling materially faster verified communication would change the delay premise; continued dependence on unavailable Earth expertise, keys, clocks, or ephemerides would lower it.

    What Would Change
Longer independent missions with measured clock, catalog, pointing, link, archive, software-recovery, sensor-diversity, maintenance, and outage performance would narrow the scale-up gap; a single new distance or rate record would not.

Deep-space link design and optical demonstrations establish that received signal depends on range, transmitting power, aperture, wavelength, losses, detector performance, background, coding, and pointing. Extending range from planetary distances to light-years drives severe link budgets and delay; 'usable' remains an architecture-specific rate and reliability judgment.

    What Would Change
A reviewed interstellar link budget with demonstrated transmitters, optics, pointing, coding, detectors, clocks, ground or Solar System relays, weather diversity, maintenance, and measured error rates would bound required infrastructure. Orders-of-magnitude advances in photon efficiency or aperture deployment would improve rate, but cannot remove one-way light-time.

    1. Publisher intends to explore a commercial venture based on some GShips work and could benefit from archive-recovery products; no archive, cultural authority, model vendor, customer, sponsor, or partner relationship currently exists.
    What Would Change
Centuries-equivalent migration and recovery evidence showing that media, formats, software, models, languages, rights, and cultural context remain independently intelligible without active transmission would narrow this risk.

Astrometric catalogues represent target state with measurements, epochs, uncertainties, and motion, and operational navigation systems continually update geometry from observations and kernels. Over centuries, stellar motion, bodies, activity, dust, mission condition, and knowledge can change, making observation and course decisions continuing functions rather than launch-time constants.

    1. GShips' decision-gate thesis benefits from treating course and destination as revisable; no target system, observatory, navigation supplier, or governing authority relationship is claimed.
    What Would Change
A fully characterized destination cannot remain literally static over centuries, but improved precursor measurements and continuous observations could make changes operationally negligible. A legitimate course process must demonstrate authenticated observations, uncertainty-aware alternatives, resident authority, safe maneuver margins, appeal, and recovery; inability to observe or alter course would strengthen the concern.

    Rationale
NASA documents bounded operational Bundle Protocol use for ISS payload services and PACE. RFC 9171 standardizes the base protocol but leaves routing selection outside its scope and moves custody outside the base protocol. These facts do not establish beneficial outcomes for disaster response, remote science, rural networks, or disrupted terrestrial infrastructure.

Archival standards define durable representation, provenance, fixity, preservation planning, format selection, and designated communities, while apprenticeship guidance defines structured learning, supervision, assessment, and recognition. These are established methods relevant to records and succession, but outcomes depend on institutional use, repeated teach-back, rights, and recovery tests.

    1. The planned assurance product includes evidence and requirements graphs and may benefit from demand for archival provenance and teach-back; no archive, standards body, school, employer, or vendor relationship is claimed.
    What Would Change
Longitudinal institutional studies should show that records remain authentic, interpretable, privacy-preserving, repairable, and actually usable by successor teams, and that teach-back reproduces competence without exploitative gatekeeping. Silent format loss, key loss, false provenance, privacy breach, deskilling, or failed independent reconstruction would narrow the claim.

Validate offline

Use Node.js 22.13.0 or later. Keep the packet, worksheet, completed decision, and all six kit files together in a local directory.

  1. Download the six kit files below. Complete a copy of the JSON template offline and preserve its templateFingerprint.
  2. Finalize a separate output file.
    node finalize-review-decision.mjs \
      --input DRAFT.json \
      --output COMPLETED.json

This marks the copy complete and calculates an unkeyed canonical bundle fingerprint. A fingerprint detects changes; it is not a reviewer signature.

  3. Validate the packet and completed copy.
    node check-review-decisions.mjs \
      --packet PACKET.json \
      --decision COMPLETED.json

Add another --decision for each independent reviewer.

  4. Interpret the result narrowly. A zero exit proves structural consistency only. Neither command appoints or qualifies a reviewer, establishes independence, accepts a decision, or authorizes publication.

Completion criteria

Every primary record must receive the required number of valid, current-fingerprint approvals; every complementary scope group and required domain must be covered; any unresolved revise, contest, or reject disposition blocks publication.

Named medical, reproductive, nuclear, radiation, cybersecurity, governance, and dual-use conclusions require two distinct qualified independent humans covering complementary domain-method and rights/public-interest scopes.

  • Reviewer identity, qualification, independence, conflicts, and compensation must be assessed by accountable human governance; local validation can only report structural validity.
  • Approve, revise, contest, reject, and recuse remain visible. A negative finding cannot be hidden by an aggregate approval percentage.
  • Revision creates a new record and packet fingerprint. Prior approvals do not carry forward automatically.
  • AI may assist with clerical comparison but cannot count as an independent reviewer, identity attestor, appeal authority, or second person.

Assumptions and limits

  • The exact packet, record, source, policy, release, and source-commit fingerprints bound this prepared page; human review has not started.
  • Downloading, local structural validation, or completing notes does not appoint or qualify a reviewer, establish independence, accept a decision, authorize publication, or create a relationship.

What would change this page?

Staffed governance, appointed qualified reviewers, completed record-level decisions, published conflicts, minority findings, corrections, or changed review policy would change this page.
