Compare probes, habitats, waiting, Earth resilience, biological alternatives, non-expansion, and explicit launch/wait/stop outcomes.
Comparison boundary: These are distinct pathways, not interchangeable engineering options and not formal evidence grades. Every row carries different people, rights, time, opportunity cost, and information hazards. A benefit in one column cannot compensate for a failed noncompensatory gate.

A later, faster, safer, or more legitimate mission could arrive before an earlier slow ship. That possibility can favor waiting, probes, modular Solar System testbeds, or architectures that retain rescue and exit. It cannot prove that progress will arrive on schedule. Every decision must compare the harm of premature commitment with the harm of indefinite delay and define when the dossier reopens.
Rights, voluntary consent, clinical independence, reproductive autonomy, disability access, child protection, labor rights, civic exit and dissent, ecological safety, and planetary protection are veto conditions. They cannot be traded for propulsion performance, funding, prestige, or a weighted score.
A mission-level “go” requires every applicable capability gate and its interfaces to pass. Ten favorable subsystems cannot hide one failed life-critical, rights, arrival, or legitimacy gate.

Operate an integrated hybrid ecology through multi-season failures while measuring every essential element and publishing negative results.
Do not rely on reproduction until independent evidence supports the intended environment and the architecture remains viable under voluntary reproductive choices, accessible clinical care, privacy, appeal, disability support, and no coercive quotas.
Reject any architecture that requires forced reproduction, forced abortion, nonconsensual genetic intervention, disability exclusion, or hereditary legal status; require equal access to contraception, abortion care, assisted reproduction, parenting, genetic counseling, disability support, and accessible information.
Demonstrate that residents can retain privacy, education, cultural choice, political agency, and meaningful non-mission lives under scarcity.
Require an independently reviewed rights floor, civic constitution separate from corporate control, due process, amendment, youth voice, and limits on emergency authority.
Require independently assessed safety properties, separate physical protection layers, explicit authority gates, tested workload and timing bounds, audited provenance, bounded abstention, manual operation, recovery drills, and independent appeal.
Mixed crews must repeatedly isolate a compromised zone, maintain life support, investigate locally, rebuild from known-good material, and rejoin safely.
Demonstrate navigation and archive recovery without current experts, cloud services, vendor activation, or a single surviving medium.
Operate an integrated factory cell through tool wear, sensor drift, contaminated feedstock, missing specialists, and injected cyber faults.
Validate representative spectra, impact regimes, secondary particles, inspection, repair, and lifetime biological risk before relying on a shield architecture.
Require nonexclusive interfaces, multiple suppliers, transparent logistics assumptions, staged assembly demonstrations, and a complete commissioning plan.
No crew launch without high-confidence robotic characterization and a presumption against settlement where credible indigenous life is detected.
Every claimed capability must identify its environment, duration, scale, intervention, failure history, evidence boundary, and next harder test.
At every major stage, rerun launch, wait, habitat, probe, and do-not-go alternatives; treat pause or abandonment as valid outcomes.
Fund only work with a real near-term beneficiary, a measurable capability gap, reversible tests, transparent conflicts, and an independent review path.
